She is proficient in E&P Contracts. She designs and customizes regulatory and contractual strategies that focus on compliance to improve results while achieving operational and production objectives, in a timely and reliable manner.
With wide knowledge in (i) international transactions (Swaps, FOAs, JVs, JOAs, SPAs, JBAs, Lifting Agreements, Licenses, and PSAs), (ii) procurement processes and contract management with international contractors (EPC, EPCI, SPAs, logistics and drilling services), (iii) project management of onshore and offshore infrastructure, and (iv) regulatory and contractual compliance. Layla was the first General Director for E&P Contracts at the Mexican Ministry of Energy (2014-2016) and found Muvoil Consulting.

He has ample experience working with regulated industries such as Banking and Finance, Electricity, Telecommunications and Oil & Gas.
Daniel had provided advise in the acquisition of Working Participations under E&P Contracts and has advise in the implementation of private securitizations through the creation of trust vehicles and the assignment of collection rights derived from public contracts.

Economist with more than a decade of experience in the Mexican Energy Sector, especially in Upstream activities. She has specialized in the resolution of legal, fiscal, technical, social and environmental issues related to the Mexican legal framework for the Upstream sector, the development of compliance strategies and methodologies, and analysis of the regulation applicable to the E&P industry.
Former Director of the Mexican Ministry of Energy. She participated in the design and implementation of the O&G Contracts for the first seven Mexican bidding rounds (Rounds One and Two). She also collaborated in the development of strategies to face specific challenges of the O&G projects and the Mexican oil sector; analysis of the economic and legal implications of the O&G contracts; design of the proposals for the contractual models and bidding rounds.
Génesis also has experience, in the management and execution of risk projects, mainly related to energy and social impact issues, carried out for national and international E&P operators in Mexico. Moreover, she has broad experience in the review of Work Programs and Budgets, developing a methodology for being approved by CNH.

Economist, with wide experience in the basis and rules for the procurement of goods and services and the recovery of costs of the E&P Contracts and Pemex’s Entitlements; accounting and financial terms and conditions of E&P Contracts, as well as in SHCP’s verification procedures (audits).
Alberto was Joint General Director of Analysis and Verification of Hydrocarbon Revenues at the SHCP, in charge of designing the regulations and structure the terms and conditions of the E&P Contracts associated to the payment of royalties.
Likewise, Alberto has participated as Administrator in the planning of audits to Large Taxpayers of SAT; in the Planning and Physical Investment Division of IMSS; and in the Prices and Tariffs Directorate of SHCP.

Petroleum Engineer Specialized in Reserves Certification, graduated from UNAM, with two certifications in Petrophysics from Schlumberger in Abu Dhabi, United Arab Emirates, and in Drilling and Well Repair from Pemex Exploration and Production in Villahermosa, Tabasco.
Salvador has ample experience in Technical and Regulatory Assistance at a Reserves Process before CNH. In this matter, he has participated in the identification and analysis of regulatory and contractual risks for the effective implementation of mitigation actions before CNH.
He has served as a Deputy General Director of Reserves at the CNH. He has also taken several courses focused on the estimation and quantification of Reserves by the Society of Petroleum Engineers “SPE”, among others.

Administrative Lawyer, graduated from Universidad Iberoamericana. Diana is specialized in Energy Law with focus on regulatory and compliance of E&P Contracts, as well as governance.
At Muvoil, Diana collaborates in the drafting of writs to respond to requirements from the Oil & Gas regulators, such: CRE, CNH, ASEA, SHCP, FMP, SEMAR, SENER, SE; PEP. Moreover, Diana keeps Muvoil’s clients up to date regarding the continuous amendments in the Mexican legal framework, as well as being an active member of different Advisory Councils of the Oil & Gas Sector.
Diana has worked as legal counsel in the legal area of Pergom, a Mexican broadcasting company. She is co-founder of ANDA Mexico, a non-profit organization that seeks to empower people through education and the right to information. She has completed internships at GLZ Abogados and Notaria 181.
